ARM emerged from a growing concern that many communities are carrying the same problems year after year while

people feel that their voices are heard only when votes are needed. Unemployment remains a daily reality for many

households; young people struggle to access skills and meaningful work; housing remains a serious concern; and

residents continue to experience challenges with water, electricity, sanitation and other basic services.

Across communities such as Eldorado Park and surrounding areas, residents face a combination of economic, social

and service-delivery pressures. Unemployment and poverty place pressure on families. Limited opportunity can leave

young people vulnerable. Housing insecurity and unreliable services affect household stability. Elderly residents and

persons with disabilities can face additional barriers when trying to access information and public services.

Service delivery is more than infrastructure. Reliable water, electricity, sanitation, housing and responsive municipal

services affect health, safety, household finances, education and dignity. ARM wants communities to understand their

rights, know where to raise concerns and have an organised platform through which unresolved issues can be pursued.

ARM is seeking responsible corporate partners who recognise that stronger communities create a stronger South Africa.

We are not asking businesses to take over government's responsibilities. We are asking them to partner in

strengthening the community capacity needed to identify problems, connect people to opportunities, strengthen

participation and advocate for accountable service delivery.

• Hold community meetings and service-delivery engagements

• Build youth information, skills and opportunity initiatives

• Mobilise and train community volunteers

• Support outreach to senior citizens and persons with disabilities

• Produce educational and community information materials

• Conduct community research and document service-delivery concerns

• Strengthen digital communication and community reporting

• Develop ARM's organisational capacity for lawful democratic participation

HOUSING & COMMUNITY ADVOCACY

ARM also supports community education and advocacy around housing rights, including Section 26 of the Constitution

and the Prevention of Illegal Eviction from and Unlawful Occupation of Land Act 19 of 1998 (PIE). Case 30266/2020 is

noted by ARM as part of its broader legal and community advocacy background; it is not the focus of this proposal.

TRANSPARENCY & RESPONSIBLE FUNDING

ARM is committed to lawful and transparent political funding. Contributions and appropriate in-kind support will be

handled through authorised party structures, properly recorded and disclosed where required. ARM will not offer political

influence, government contracts or preferential treatment in exchange for funding.
